I'm having a hard time taking that article seriously at all, as it and every other one like it that I've found are all on right-wing news websites and blogs. Actually, I don't even see that precise claim anywhere else. I'm pretty sure it's based on an out-pf-context quote from something he wrote at least two years ago.
All signs point to diversion tactic, if you ask me- conservatives are trying to nail him because he wants to instate something similar to the Fairness Doctrine. I suggest checking out the the links at the bottom of this article for more on that issue.
Personally, I highly doubt the the levels upon levels of bureaucracy that an agency such as the FCC possesses would ever allow him to implement is more extreme ideas. :)
